According to U.S. Const. amdt. 12, the recount period for U.S. President is completed on March 4. After this day, the officiating period can start, meaning the official period that the approved or authorized administration can begin administering; or official tasks set by the authorized and approved administration such as statements, orders, dterminations, task list issuance, and time scheduling done by an official government worker.
U.S. Const. amdt 12, works together with amendment 20, 25 and U.S. Const. art 2 cl 5, 6, 7, and 8.
Laws in persuance thereof, this specific section of the U.S. Constitution, Presidential commencement and vacancy, includes U.S. Code 3 § 19.
A legislative analysis, also called an examination of the hierarchy of laws or promulgated rules, requires examining all relevant legal texts that can include legislation, laws, national documents; declarations and statements. Codification means documentation of what has been said, written about, or typed over electronic communications; it can include transcripts from legislatures, congresses, or parliament.

Its important to consider this now, as the current President works through the national budget and sets financial stability standards through 2040.
The next four years of the U.S. President Administration will increase financial stability for the U.S. and set long term standards for developed nation habitability.
