People have been working without a college degree, certification, or licensing for hundreds of years. They learn work skills at home or go to job training. In feudal places, this is called an apprenticeship, from the spanish word "apprende" meaning learn. The workplace traditionally decides if a worker is suitable to complete work that is eligible for income. Work can be found to be deficient in quality and unsuitable for sale or presentation in a public market place.

This public market is not normally owned by the government. It is accessible publicly on right of way roads that are convenient for people congregating in public. The people doing business or participating in the market have their own agreements and get to decide who they will or wont do business with.

The public market is a good place to offer services. Normally leaving business cards, flyers, or brochures with business owners or stall keepers is sufficient to generate business. This is less intrusive than demanding a presentation be viewed at a moments notice in the middle of a business day.

In addition to these rights, the business owners often have business privacy rights. This leads to trade secrets. Privacy in the designs of the products that are sold and services that are offered. In the US is known as IP rights or intellectual property. This is an intangible property that is considered to have value but no revenue or income until a product of that property is sold. This helps with proper taxation.

Businesses do their own accounting and legal agreements, they can often go to a civil court to complain about an agreement that was not followed. The failure to follow the terms of the agreement can often lead to a financial injury. Business owners can traditionally complete their own court procedure or use the assistance of a secretary. Most business owners are good at writing and explaining. They also have a good understanding of context, concepts, and appropriateness in various situations.

When a court room needs to decide how much the value of a financial injury is worth, they would need to have their own accountant. This person would often be licensed, have extensive traninig, follow procedures and protocols to minimize errors, and they would need a board to answer to if they were found to be in conduct of unscrupulous behaviors. Licenses can be revoked to prevent work in a licensed area.

Governments often like licenses, they use them for all sorts of things. Driving, building domiciles, as an indicator of work priority, to announce they are starting a new business, and demonstrate they are generously qualified for a certain position in life, or in the workplace.

These licenses can be helpful to workers and they may help a businesses look more professional. Licenses can be referenced if a dificiency in a product or service is found and improve customer service.

In a court room environment, examining agreements would also be beneficial to the court procedure. The court can examine, not just the value of the injury but the context of the cause of the financial injury and the deficiencies in the performance of the agreement that led to such injury. This might help with proposing laws for business conduct that would be beneficial for workers to follow. Unfathomably, it would also help determine if there is any business conduct that is indicative of a criminal in a law abiding town.

This might be detrimental to the business owners but a judge would need to abide by their own rules of good conduct in order to hear the matter in their court rooms. They couldn't just allow a criminal to walk in and out of their courtroom unaccosted. Their testimony might be indicative of a crime.

Governments tend to be efficient or to strive towards that goal. That means that they may want a dedicated Public Accountant and an Attorney to help deal with court procedure pertaining to business. Both of them licensed, and qualified so that their work is found sufficient to conduct business in a market place. This would also help with expert testimony as they gain experience with presenting data in their court cases.

Licensed services, in the employment of the government often brings to mind a police officer. Licensed to use a baton in the course of their duties. This can increase safety in places where police officers work.

Public accountants and attorneys are similar to a police officer sometimes. There is interviewing, and investigating, questioning, and reasoning. There are also reports to write and procedures to follow.

They have a board to answer to if they make any mistakes. They also inspect, audit, plan for efficient use of their time, and report to their firm. They can often times have services requested from them such as financial controls, inspection of business documents, and determining if their rights may have been violated. While there is a cost to this service, it is often economically feasible for people to pay the service fee in areas where these services are offered. The costs are normally modeled into economies.

Modern Job Decision

Both CPAs and Attorneys often have a bachelor degree and a license from a State Board. Some of them might be licensed in multiple states and there are now national exams to simplify the multistate process.

Accountants and Lawyers have a variety of jobs to choose from that don't require any formal degree or college education. They can often offer services with quality of sufficient nature to be presented in the market place. This can be a job as a legal researcher, secretary, or document preparer. An accountant might work with bookkeeping, financial statements, or business planning.

Two of the most recent jobs that allow working sooner rather than later include paralegal which had gone out of style for some time and book keeper or accountant. The CMA is a good credential to get started with accounting, they give people who can pass their exam 7 years to obtain 2 years of work experience, this can be part time or full time. Many legal workers have also gone to legal research, contract drafting, or counseling for self representation in court. There is no formal education requirement for these jobs but it can be helpful. Most often at a college.

This leaves the CPA and Attorney freedom to do other jobs with their formal education, licensing, and board reporting on job performance and workplace contexts.

Either path can be fulfilling in the United States for persons interested in these jobs.
