Normally, human size comparisons are done through sociology surveys that do not require a license. Its sixth grade math and social studies and often done on the playground or afterschool and compared analytically with concepts from U.S. Government class and things learned at home like peaceful enjoyment, economics, workplace comfort, and migration.
Studies like these require consent, so people can bring a researcher their data on a piece of paper to put into a database or spreadsheet. It might require a data or content license if someone else gathered the data or if the data was excerpted from someone elses content. Publicly viewable doesn't necessarily mean publicly usable for any purpose. Agreements can help with working through some concepts of data usage.

Outside of California many humans are classified as independent adults at the age of 15, entering military service at 15 or 16 and completing a U.S. Bachelor equivalent and sometimes a doctorate by the age of 18 or 19.
The reason this type of analysis has a lot of interest is because the human population is changing. There are fewer people over the age of 80, but people are living longer, up to 115 to 125. Families are starting later in life, around 30; and parents can rarely prepare their children for an adult life in a 20 to 50 year old environment. Schools are failing at teaching teenagers basic economic contexts which makes them incapacitated and disabled in adult environments as early as 20 years old.
In California, adults have dependency issues until the age of 50 on average, not being able to pay rent, missing out on food, and having trouble with concepts of transportation, changing work environments for better income, and discovering new places to socialize, make friends, and co-habitate with other humans.
There is an interest in getting a full analysis of dependent adults between the ages of 20 and 50, who might possibly live past the age of 85 and correctly evaluating teenagers for a dependent or non dependent status and getting them certified as an adult if possible and with their consent.
Physical measurements are used for labor jobs, which are often in rotation, and also for human development measures that are mostly examined by doctors.
